Quoddy Bay LNG To Seek Over 1400 Qualified Construction Professionals:

On the heels of filing for a host of State of Maine DEP permit applications, Quoddy Bay and the Maine Building and Construction Trades Council are distributing surveys designed to gauge the skill level and interest of  potential workers in Eastern, Central, and Northern Maine.  Surveys are available at CareerCenter locations in Bangor, Ellsworth, Rockland, Calais, Machias, Houlton, Augusta, and Dover-Foxcroft.

Employment Opportunities – Facility/Operations

•Quoddy Bay will maintain its commitment to hire local workers
• Quoddy Bay expects that roughly 80% to 90% of the fulltime jobs at the facility will be local workers.
• There is not a large labor pool of experienced LNG terminal workers in the country. Therefore, it is common that workers at LNG facilities receive on-the-job training.
• Quoddy Bay has the utmost confidence that we will hire and subsequently train local people to work at our facility. The long construction period will allow for ample training time.
• Please see the job descriptions and organization flow chart  that were available at the September 23rd 2006 Job Fair. The flow chart shows the organization and command structure in the facility and the respective manpower projections as well.


Employment Opportunities – Construction

Quoddy BayBringing employment opportunities to the region is a large part of improving the local economy. During our three year construction period, our labor force will average 735 workers and the peak employment number will reach nearly 1,400.

• Quoddy Bay’s preferred EPC (Engineering, Procurement and Construction) contractor, Black and Veatch, has executed an agreement with Maine labor unions. If they are given the final EPC contract, unions will be utilized on this project.
• A project of this size requires a large and organized labor force
• Union labor will not inhibit local workers from acquiring construction jobs on this project.

Tug Boat Operations

Quoddy BayWhile the tug boat employees will not be directly hired by Quoddy Bay, the tugs will be instrumental in the operation of our facility. Once operational, either 4 or 5 tractor tugs will be solely dedicated to the Quoddy Bay LNG Import and Regasification Facility.

A final contract has not been signed with a tug boat company. Therefore, for now Quoddy Bay cannot direct employment inquiries to a specific company. We can only assist in providing general job descriptions, pay rates, and potential skill requirements at this time. We will keep everyone updated on any future developments.

• Each tug will require a 4 to 6 man crew
• The tug operations will require a support staff for administrative purposes
• Tugs will have multiple shifts in order to be prepared at all times
• It is expected that 40 to 50 permanent jobs will be created by the tug operations
• Tugs of this nature are not currently used in the area, so in the first year or so other contracted crew members will operate the tugs while training local workers
• Within 5 years of start up, all employees associated with tug operations will be local

Q. How do I get the training or develop the minimum skills necessary to work at the Quoddy Bay facility?

A. Quoddy Bay is diligently working with the Maine community college system to develop a thorough curriculum for the upcoming semesters. Currently, there are already some classes that can help you get training for some of the positions. Please feel free to contact the WCCC for further information.

Q. How can I determine if my background will be considered related experience?

A. Quoddy Bay is in the process of looking at the surrounding industries to determine what jobs have roll over skills that can apply to our facility. Once all of that data is compiled we will make it readily available. In the meantime, some people may already have the necessary minimum skills due to past work experience, but might be unsure if it applies to jobs at our facility. Q. How can I determine how many positions will be open for a certain job?

A. For Construction, predictions about manpower requirements for each trade are listed on the handout entitled “Craft Labor Manpower Predictions”. This handout will give you a breakdown of all the necessary manpower and also provide the timeframe in which that type of work will be required.

In terms of the facility, please see the “Organizational Flow Chart” handouts to determine the number of available positions available for each job. (Please keep in mind these are preliminary numbers. Our next job fair will have more exact numbers.)
